The league has targeted the Dallas suburb of Frisco, Texas for a potential expansion location, for the 2008-09 season.[8] The Toronto Raptors have expressed interest in owning a team in Southern Ontario by 2009-10.[9] The Manchester Millrats, of the American Basketball Association, formed with a long-term goal of joining the D-League, have opened preliminary talks with the NBA about a partnership with the Boston Celtics. If a D-League team were to come to Manchester, New Hampshire, they would play at the Verizon Wireless Arena.[10] In early 2008, a group of investors began to pursue a team for Portland, Maine.[11]

The NBA is also looking to get some D-League franchises in the East for its Eastern teams. Other possibilities in the East for D-League teams include Toledo, Ohio[12], Harlem, New York; Youngstown, Ohio; and Trenton, New Jersey. [13]

The league hopes to have at least 16 teams before the 2009-10 season.
